The City’s primarypotable water supplyis derivedfromthe North SantiamRiver. This source is periodicallysubjecttoharmful algal blooms, high turbidityduring wintermonths, upstreamcontamination risk, andreducedsummer flows thatlimitavailable waterrights during peak demandperiods. Toimprove systemreliabilityandresilience, the Cityhas undertaken planning andfeasibility efforts todevelopan AquiferStorage andRecovery(ASR) system. A feasibilitystudyand test well drillingprogram completed in 2022confirmed thetechnical viabilityofimplementingan ASR system at theCity-owned MillCreek Park site. Also,a SeasonallyVaryingFlows determination technical studyhas been performedandcompletedby the Oregon Water Resources Department(OWRD). The ASRsystemis intendedtoallowtreatedpotable watertobe injectedintoa deepaquiferduring periods of excess supplyandrecoveredduring high-demandor emergencyconditions. Stayton has an emergency intertie with City of Salem who also relies on the North Santiam River and slow sand filtration and Stayton may not be able to rely on the intertie during drawdown operations. Stayton needs a reliable drinking water source and treatment during the drawdown operations to provide safe drinking water to customers. Project: Emergency intertie (bi-directional) with a groundwater source between Stayton and Sublimity that allows for a different type of drinking water source and for the slow sand plant to be taken offline during drawdown operations.
