The bid documents were advertised on the City’s Bonfire platform on October 24, 2024. Three bids were received on November 26, 2024. The Engineer of Record’s (EOR) total project estimate based on the final design was $5,010,000. Emery & Sons Construction’s bid amount ($5,742,480) is 15% higher than the EOR’s estimate, but was the lowest bid received from a responsible and responsive bidder. While the contract price is slightly higher than the Engineer’s cost estimate, City staff recommends approval of this contract. Contract costs are consistent with the technical nature of the work and current limitations on material acquisition. The Notice to Proceed (NTP) is anticipated to be issued in January 2025 with construction beginning within 4 weeks of NTP. Initial improvements to the Westsid
