President Brown closed the public hearing at 6:51 p.m. Alternative Procurement Process; Use of Construction Manager/General Contractor (CM/GC) Contract [01:18:18] Chief Water Operations Officer Karen Kelley and Principal Water Engineer Laura Farthing responded to questions from the Board related to the proposed use of a CM/GC contractor for the Willamette Treatment Plant. MOTION: Commissioner Schlossberg moved to approve the Use of a Construction Manager/General Contractor (CM/GC) for the Willamette Treatment Plant. The motion passed unanimously, 5:0:0; President Brown, Vice President Carlson, Commissioner Barofsky, Commissioner Schlossberg, and Commissioner Morris all voting in favor. City of Eugene Liaison Update [01:32:27] General Manager John Hairston provided a City of Eugene liaison update. He said a recent meeting with City of Eugene officials was productive, and that preliminary discussions reveal strategic alignment. Vice President Carlson said they discussed fire hydrants, the Strategic Plan, the Willamette Treatment Plant, and mitigating rate impacts.
